There is a Scientific Council operating at Scientific and Research Centre for Fire Protection – National Research Institute – established in accordance with the Research Institutes Act of April 20, 2014. The Council consists of 12 members – 6 members are the Scientific Council personnel and 6 members are from outside CNBOP-PIB. The Scientific Council is appointed for a term of four years. The Scientific Council operates in accordance with the Research Institutes Act of May 30, 201 (Polish Journal of Laws, no. 96, item 618) and the Regulations of the Scientific Council of March 15, 2017.

The Council is a decision making, initiating, consultative and advisory unit of the Institute in terms of its statutory activity, development of the scientific, research and engineering personnel. It also authorised to take a position on behalf of the Institute in all matters concerning the activities of the Institute.

The activities of the Scientific Council are:

  1. Adopt the Statute;
  2. Run a competition for the position of director;
  3. Requesting the supervising minister to appoint or dismiss the director;
  4. Issuing opinions on the candidates for the position of deputy directors, scientific secretary and heads of organisational units listed in the organisational regulations;
  5. Issuing opinions on the scope and subject of the researches, development works and financial matters of the Institute as well as the director’s annual report on the tasks performed;
  6. Confirmation of the prospective directions of the scientific, development and implementation activities;
  7. Issuing opinions on the merger, division, transformation or reorganisation of the Institute and continuous cooperation with other institutions;
  8. Issuing opinions on the organisational regulations;
  9. Issuing opinions on the annual financial plan;
  10. Issuing opinions on the annual financial statements;
  11. Issuing opinions on the Institute profit distribution;
  12. Issuing opinions on the qualifications of the candidates for positions of scientific personnel and research technicians; regular assessment of their performance;
  13. Issuing opinions on requests to grant scholarships;
  14. Supervising the doctoral and postdoctoral theses and processes of granting scientific degrees within their powers;
  15. Requesting the director to appoint an associate professor or full professor;
  16. Issuing opinions on the post-graduate and doctor studies programmes of the Institute;
  17. Appointing the disciplinary proceedings representative;
  18. Issuing opinions on the candidates for the positions of members of National Research Centre Council and National Research and Development Centre Council;
  19. Initiating by the Scientific Council a cooperation with institutions represented by the members of the Council within the research subjects.
