CNBOP-PIB carries out assessment and verification of the constancy of performance of construction products according to system, which is necessary for the manufacturer to issue a declaration of performance and to mark construction products with CE marking.


CPR repeals Council Directive 89/106 / EEC and lays down harmonized conditions for the marketing and placing on the market of construction products and specifies:

  • basic requirements for buildings,
  • the rules for declaring the performance of construction products,
  • the rules for the assessment and verification of constancy of performance,
  • the obligations of manufacturers, importers and distributors.

Technical details necessary to implement the system of assessment and verification of constancy of performance are included in relevant harmonized standards (called in short hENs). Harmonised standards refer to the intended use of construction products which include and define the methods and criteria for assessing the performance of construction products in relation to their essential characteristics.


The processes are carried out within CNBOP-PIB accreditation granted by the Polish Centre for Accreditation No. AC 063 and European Commission notification no. 1438.

  1. Regulation of the European Parliament and of the Council (EU) No. 305/2011 of 9 March 2011 laying down harmonised conditions for marketing of construction products and repealing Council directive 89/106/CEE (OJ L 88/5 of 4.4.2011),
  2. Commission delegated regulation (EU) No 568/2014 of 18 February 2014 amending Annex V to Regulation (EU) No 305/2011 of the European Parliament and of the Council as regards the assessment and verification of constancy of performance of construction products,
  3. Commission delegated regulation (EU) No 574/2014 of 21 February 2014 amending Annex III to Regulation (EU) No 305/2011 of the European Parliament and of the Council on the model to be used for drawing up a declaration of performance on construction products,
  4. Regulation of the European Parliament and of the Council (EC) No. 765/2008 of 9 July 2008 setting out the requirements for accreditation and market surveillance relating to the marketing of products and repealing Regulation (EEC) No 339/93 (OJ L 218/30 from 13.8.2008).

CNBOP-PIB NOTIFICATION

CNBOP-PIB has the status of a notified body certifying products within the scope of System 1 of assessment and verification of constancy of performance of construction products in accordance with the provisions of the Regulation of the European Parliament and of the Council (UE) Nr 305/2011 (CPR).

Technical details necessary to implement the system of assessment and verification of constancy of performance are included in relevant harmonized standards (called in short hENs). Harmonised standards refer to the intended use of construction products which include and define the methods and criteria for assessing the performance of construction products in relation to their essential characteristics.
